Yes, it would've been ideal for that to happen but not sure how the safety would know how much help underneath he has from the ILB because the ILB would have to cover any other route underneath too (like shallow cross, common with the OTB). There just so happens to be nothing underneath. Guess he could play it top down a little better, but I don't think those are his rules. Think it's just a perfectly timed play.
I think the poach safety botched the coverage. The ILB could have easily sat on the OTB route which would have allowed the safety to play high.
